**Minutes from September were distributed, read
and discussed
Special Notes from Roundtable and Commissioner
Meeting
------------------------------------------------------
The October Roundtables featured a special,
joint meeting
of both the Boy Scout and Cub Scout leaders to hear
an explanation by Dave Dominick of the recent Supreme
Court ruling regarding the right of the BSA to select its
own leaders. The gay community and other groups have
mounted a campaign that has caused a lot of question
regarding how to respond to questions and where the Viking
Council stands and what is happening in the schools. Dave
spoke regarding the National policies, the court ruling and
the reality of what is happening today and how the Council
responding to it. There was a short question and answer
period and Dave encouraged leaders to contact him if there
were unanswered questions or other help that he could give.
The impact on the Lake Minnetonka District so far has been
that some schools have not allowed us to distribute flyers.
Blake School has taken an anti-scout position and ended
their sponsorship of the Cub Scouts, including the
prohibition of meeting in their facilities. This is
clearly one of the more hostile actions towards the Scouts
of any organization. Otherwise, our District is relatively
good standing with most charter partners.
**Cub Scout Roundtable
----------------------
Wayne Martin presented the information for the October
Roundtable: 35 in attendance representing 20 units
- The program was uniforms by Harry Fuchs
- Roundtable Cash will be used for an auction at the
end of
the year for prizes. Get "Roundtable Cash"
for
attendance and participation
- There was a presentation on the role of the Unit Commissioner
- December will be a joint meeting with the Boy Scouts
- January will be a presentation on dealing with
Attention Deficit Disability children (ADD)
- Reminder to get units to POW-WOW on 10/28
- Expect 20+ units to attend Webelos Experience

**Boy Scout Roundtable

- Bill Randall reported 47 in attendance
- There was a FOS presentation by Herb Miller
- SMF Graduation Ceremony
- Special presentation on recruiting Leaders
- Presentation on the role of the Unit Commissioner
- Next Month: High Adventure
Fall Camporee Review:
---------------------
The Event was excellent! Thank you to Steve Fuchs and
his staff and to all of the Commissioners that helped out.
The final count was about 360 Scouts from 22 units attending.
It was cool, crisp weather and a great time was had by all!

**Training Inventory of Present Commissioners:
----------------------------------------------
A spreadsheet was passed around to all commissioners
to record training history so that we could better
assess the state of our training. We caught up with a
few more commissioners this month and it appears that
there are opportunities for about six commissioners to
complete the basic training at the October or November
sessions. Our goal is to train everyone before year end!!

Guest Speaker - Dave Dominick
-----------------------------
Dave spoke to us about a number of changes coming
in the Cub Scouts including some new positions in the
Tiger Cub area: Den Leader for Tigers in stead of the
Den Leader Coach and a new Pack Trainer position.
Additionally, the Cub Packs are going to be encouraged
to start doing some camping after one of there leaders has
completed the new BALOO leader training program that will
be announced this spring. This certification will be
required to participate in an outdoor program. Also, the
Youth Protection becomes mandatory training as well.

- 2001 last year for Garfield
Other discussions included SCOUTREACH; SCOUTNET; and
anything that seemed fair to pester Dave about while we
had an audience with him. We appreciated his visit!
**Present Commissioner Registration Status:
-------------------------------------------
An examination of our roster at the Council in August showed
that our registrations were really messed up so last month,
we started registering everyone as commissioners as their
primary position. Again this month, locked the doors until
we had signed forms from everyone. This should get us
closer to 17 or 18 for next month. We need to get to about
23-24 to hit the ratio that we need. REcruit! RECruit!
RECRuit! RECRUit! RECRUIT!!
**District Commissioner Presentation to Staff
-------------------------------------------
A Packet was prepared and presented to each commissioner
with all of the information and resources for the district
and the council that should be needed to answer most of the
basic questions about the who's, where's and responsibilities
of the unit commissioners. Our number one job is to serve the
unit and the very best way to do that is to stay informed and
to provide excellent communications. My job as District
Commissioner is to keep each of you informed and to keep you
focused on the units that you need to work with. Hopefully,
the packets will make that job easier.

for each month will be passed out at each meeting.
