1.Submit an application as a candidate for Doctors Degree, indicating the following:
a. current primary registration as a member of a Commissioner Staff
b. previously earned a Master's Degree in Commissioner Science
c. signature of the District commissioner or Service Team Chairman, and
d. acceptance by the Doctoral Committee
2.Complete a thesis/project approved by Doctoral Committee
3.Complete the following:

- DCS 601/602/603 - SELECTING AND DEVELOPING A THESIS/PROJECT
- DCS 604 - THESIS WORKSHOP~
- DCS 607 - ADVANCED COMMISSIONER LIFE SAVING~
- DCS 610 - PREVENTING COMMISSIONER BURNOUT~
- DCS 620 - COMMISSIONER ADMINISTRATION~
